Re Use time and other suggestions

I have noticed tha kamaels Steal Divinity have really fast re use time.. That makes them kinda hard to kill.. Cause they steal buffs every 15 seconds or so.. And it always success.
Elven elders is also very anoying. Their POW have fast reuse time also. They come and destroy all PvPs.. POW and Return.
Orcs have also fast re use time i think. OR the frenzy lasts for a very long time. But i know that zealot is Re using very fast cause i have Grand khavatari.
Now to elf, dark elfs. Every class have their special basic status or however its spelled. Dark elfs and Elf have higher evasion than Humans, orcs and kamael. Why is the evasion limit 180? I suggest, NO evasion limit. Im am elf and i can get easy more than 180 evasion but why do i have to lose on that when i cant get more evasion?. Isnt that unfair for us?
I know a lot ppl have stun +12 and +13. But where is the effect of it?.. Of 10 stuns maybe 2 success. Something that Steal divinity dosnt (10/10).
And now to mages. OL are overpowered, their debuff skills have higher success rate than other mages skills.. Like Silence from a sph or necro. I had +12 silence but i never success on OL's.. But i see they always success with suspesion, silence, root and maybe some more.
I also think that the success rate TO subs are incredibly high.. I am with sub sometimes and i get full of debuffs from other mages. 4-5 debuffs is enough to not be able to kill someone.
